[NCUC-EC] ICANN62 - No NCUC Sessions

Dear EC

We were advised not to have any NCUC sessions on ICANN62

This is the advice from PC NCSG Chair

"currently all slots will be allocated to PDP WGs except few for
council (kept to bare minimum) and not counting CC session as they are
by default unconflicted. So any session from SG/C will be clashing
with them"

Therefore, unfortunately, there will be no space for conversation
about NCUC on ICANN62.

If you still want to have an NCUC session, risking clash w/ PDPs, let
me know asap so I can ask staff
