[NCUC-EC] Fwd: 2017 NCUC Elections Ballot

Hi Farzaneh,

My apologies if I've missed this earlier, but:

Have you explained somewhere the significance of "Abstain"?
In particular, does one need to get more votes than Abstain
in order to get elected, and what happens if someone does not
select even Abstain for some position.

Also, does selecting multiple options for some slot invalidate
the ballot for all other positions, too, or just for that slot.

(I don't think it matters much how these are be decided, just that it
should be done before voting begins and some thought given on whether
and how they should be explained in the ballot.)
