[NCUC-EC] South Africa project asking for support

Hi Tatiana
I'm sorry this was understood as demeaning your interpretations.
I only meant that EC understood the project as focused on foreign
languages rather than content development and this was feared by EC as
it would be not what a funded project by NCUC should be like (by
barbarism I meant works on languages which are not the language mainly
spoken in internet policy works in NCUC - i. e. English).
As I have argued over and over, the project has a 1st phase of content
development in EN and it's outlined in his responses. But yes, the
draft should made it clear. It didn't because the draft is oriented
towards other major funders (ISOC and ICANNWiki), to whom works in
local languages 2nd phase is the important one.
This is not a response at all that particularizes you or Michael. EC
is 5 regions and while we don't have others chiming in, could be
because there is no objection to opinions expressed.
As I was reached out by the member to pass this on to EC, I can only
convey the view he had (via Whatsapp) and I am just passing it here.
