[NCUC-EC] Fwd: Request for partial sponsorship: Global IGF 2017

Hi,

Thanks very much for forwarding on. We're already funding 4 people for IGF,
correct? That seems like a good contingent already. What are people's
thoughts as to the additional utility of having a fifth person there
representing NCUC?
