[NCUC-EC] Selection of candidates for Policy Committee representatives

Sure.

Kris Seeburn seems to have the longest CV and the most experience
generally, especially related to issues that the policy committee is
likely going to have to tackle, like GDPR-privacy.

In terms of Nick... the other three seem relatively close in terms of
experience and credentials, and  he seems to me as if he's going to be the
best writer, and we need someone with drafting ability to take over
after Ayden departs. I guess I'm straying a bit from the evaluation
criteria, but I think that's important. Those are just my thoughts.
