[NCUC-EC] IGF NCUC Booth and participation

Hi

This is NCUC document on our IGF activities

We will have a booth which will have some printed material I hope to get
from Comms

Members have already started filling out times they can volunteer or let us
know about their hours in IGF (some of the more experienced we can ask for
talk-shows etc)

Please let us know your suggestions

Note that our booth is really small and the UN has several restrictions (we
can't have drinks or food there, for instance)
