[NCUC-EC] Fwd: Funding civil society day before IGF

Hi Bruna

No, the our Procedures require us to analyse case by case and
recommend an average amount (which is smaller) for more general and
urgent requests.

The Civil Society Meeting (this is the correct name) has had funded
travellers before. I guess it depends on their final balance of
expenses whether the money will go to fund a new traveller or help pay
for extra hotel nights to attend, for instance.
