[NCUC-EC] time to for EC team for ICANN61

Hi

As was explained during the beginning of my term, EC gets three travel
slots. One goes automatically to chair (Renata) and the other two should be
allocated to other EC MEMBERS. Unfortunately we didn't get the time to set
some criteria for EC allocation of funds but before I'd ask the EC members
what they plan to do at the meeting for NCUC and what activities they have
been carrying out already.

Also please note that this is on rotation based so EC members that received
funding for the last meeting cannot be allocated travel funds again.


I also suggest that we ask the EC FUNDED travellers ( other than chair,the
work is already overwhelming for chair)  to write daily brief reports
during the meeting to update our members.
