[NCUC-EC] Ballot for NCUC BY ELECTION

Hi all,
Realizing it's too late now and that it will not matter in practice,
I have to point out that the ballot should've been explicit about
what effect "Abstain" has, given that there's no "None of the Above"
selection available.
In most elections I know of, abstentions don't impact the outcome -
and with that Michael would be elected even if he gets fewer votes
than there're abstentions. The alternative is to interpret "Abstain"
as the equivalent of NotA so that he'd fail to be elected if most
voters abstain. Either way it'd be good to be explicit about it.
Also, as an observation, this election would clearly violate the new
bylaws (in particular the 30-day announcement limit), which is a bit
worrysome (current bylaws are vague if not confusing about it, though
it could be argued 30 days is implicit there, too).
It might be good to write up rules on how to conduct by-elections
in the future. (I've made a note to myself to do that for NCSG.)
