[NCUC-EC] [Important] NomCom Delegate

Dear all,
I have received an email from NomCom requesting us to appoint a new NCUC
rep to NomCom for 2018 (pasted at the bottom of this email) . Bill is our
representative now but he is term limited and cannot represent NCUC on
nomcom anymore. We need to issue a call. This is a very important position
and a someone well versed about NCUC and ICANN should be appointed. I
suggest the following approach:
We issue the call for applications as soon as possible (please respond by
Friday if you have comments on the call for application), if we do not
receive many applications from qualified candidates, we extend the call for
application but in the meantime have a call to explain to members what is
required at NomCom (we can invite Bill or Brenden to explain NomCom to the
members). Here is the call for application I have drafted

Dear NCUC members,
Our NomCom representative, Bill Drake has already served on 2016 and 2017
NomCom. He is term limited and cannot serve another term. We thank Bill for
representing us on NomCom.
We need to select a representative for NomCom very soon. This is a call for
application for NCUC members to apply for this position for 2018. The
NomCom position is very important, as NomCom "is an independent committee
tasked with selecting eight members of the Board of Directors and other key
positions within ICANN's structure as are set forth in the Bylaws."
There are specific criteria for NomCom delegates as speculated in ICANN
> Bylaws and other sources :
> “Section 8.4. CRITERIA FOR SELECTION OF NOMINATING COMMITTEE DELEGATES
> Delegates to the ICANN Nominating Committee shall be:
> 1. Accomplished persons of integrity, objectivity, and intelligence, with
> reputations for sound judgment and open minds, and with experience and
> competence with collegial large group decision-making;
> 2. Persons with wide contacts, broad experience in the Internet community,
> and a commitment to the success of ICANN;
> 3. Persons whom the selecting body is confident will consult widely and

> commitments to particular individuals, organizations, or commercial
> objectives in carrying out their Nominating Committee responsibilities;

applicants for this position be active members of NCUC, involved with ICANN
and its various working groups and show proven interest in NCUC work and

Dear Farzaneh,
This email is sent on behalf of the 2018 Nominating Committee (NomCom)
Chair, still to be appointed by the ICANN Board of Directors and ask that
stakeholder groups and constituencies of the Generic Names Supporting
Organization (GNSO) select their delegate(s) to join the 2018 NomCom. Bill
Drake (NCUC delegate) served on the 2016 NomCom and serves on the 2017
NomCom. Bill is not eligible to serve another term.
In addition to the below requirements from the ICANN Bylaws, please take
diversity into consideration when selecting your delegate. The ICANN
community is diverse and the composition of NOMCOM should reflect this in
order to fulfill its mission.
The composition of the NomCom is outlined in Article 8, Section 8.2.

“Section 8.2. COMPOSITION
The Nominating Committee shall be composed of the following persons:
1. A non-voting Chair, appointed by the ICANN Board;
2. A non-voting Chair-Elect, appointed by the ICANN Board as a non-voting
advisor;
3. A non-voting liaison appointed by the ICANN Root Server System Advisory
Committee established by Section 12.2(c);
4. A non-voting liaison appointed by the ICANN Security and Stability
Advisory Committee established by Section 12.2(b);
5. A non-voting liaison appointed by the Governmental Advisory Committee;
6. Subject to the provisions of the Transition Article of these Bylaws,
five voting delegates selected by the At-Large Advisory Committee
established by Section 12.2(d);
7. Voting delegates to the Nominating Committee shall be selected from the
Generic Names Supporting Organization, established by Article 11, as
follows:
a. One delegate from the Registries Stakeholder Group;
b. One delegate from the Registrars Stakeholder Group;
c. Two delegates from the Business Constituency, one representing small
business users and one representing large business users;
d. One delegate from the Internet Service Providers and Connectivity
Providers Constituency (as defined in Section 11.5(a)(iii));
e. One delegate from the Intellectual Property Constituency; and
f. One delegate from consumer and civil society groups, selected by the
Non-Commercial Users Constituency.
8. One voting delegate each selected by the following entities:
a. The Council of the Country Code Names Supporting Organization
established by Section 10.3;
b. The Council of the Address Supporting Organization established by
Section 9.2; and
c. The Internet Engineering Task Force.
9. A non-voting Associate Chair, who may be appointed by the Chair, at his
or her sole discretion, to serve during all or part of the term of the
Chair. The Associate Chair may not be a person who is otherwise a member of
the same Nominating Committee. The Associate Chair shall assist the Chair
in carrying out the duties of the Chair, but shall not serve, temporarily
or otherwise, in the place of the Chair.”
We would be grateful if you could make your selection as soon as possible,
but no later than Friday, 4 August 2017.
We hope service on the NomCom will be interesting and rewarding. The 2018
NomCom will select 3 Directors of the ICANN Board, 2 members of the ALAC, 1
member of the GNSO Council, and 1 member of the ccNSO Council.
All 2018 NomCom members should be able to attend the first formal meeting
of the 2018 NomCom in Abu Dhabi, United Arab Emirates which is anticipated
to be held during the ICANN60 meeting, 28 October - 3 November 2017. Travel
and hotel accommodations will be provided.
Please note the following as you select and appoint your delegate to the
2017 NomCom:

NomCom delegates should have a high level network of contacts essential to
candidate recruitment (and we hope the RSSAC - as sending entity will
support your delegate and help them with outreach).
