[NCUC-EC] Formulation and Invitation to join the Task Force on NCUC Procedural Rules

Hi
Good that it is not only open to members of the task force.
But yes, i have a different view on this process but I again commend
the effort of those doing it and the EC view is quite clear so we move
along.
