[NCUC-EC] Formulation and Invitation to join the Task Force on NCUC Procedural Rules

Hi

Yes, I understood the meetings would be for NCUC members only. Also I
had understood it would be for NCUC members who would be wanting to
participate on the taskforce only, but doesn't really make a
difference as it just adds another degree of closedness (sorry I can't
find other word).
And yes, it was just a suggestion as I had suggested before not to
have any closed meetings, I'll also agree to disagree on this.
