[NCUC-EC] Formulation of the task force on NCUC procedural rules

Hi Farzy,
I fully support this idea, or better say "ideas" - creation of task force,
writing procedures and having a meeting in Copenhagen. I will definitely
join the group. I can definitely volunteer to be a part of this task force.
We will save ourselves from much trouble once the clear procedures are in
place, it will also increase transparency and fairness in decision making.
