[NCUC-EC] Formulation of the task force on NCUC procedural rules

Dear EC,

The executive committee is in charge of issuing procedural rules for
various functions of NCUC. It is a good idea to start with a task force
that includes interested members as well, identify those areas that need
procedures and start drafting the procedural document.

I have drafted the following document,

 If you all agree, we should announce the formulation of task force on the
list, invite members to join the task force and start our work very soon. I
have also requested for a meeting in Copenhagen to discuss NCUC procedural
rules. I'd like to announce this by the end of tomorrow, my time. But if
that is too ambitious it can wait until after the weekend by Monday or
Tuesday next week.

I would be grateful if one of the EC members volunteers to lead this task
force.
