[NCUC-EC] [NCUC-DISCUSS] FW: Urgent - Anti harassment policy public comment

As you see Milton has posted his comment on the mailing list.

But I suggest to EC to see whether there are any objections to Milton's
suggested text until tomorrow, if not, we can include the change in the
document.

This comment is also received after the deadline for resolving the issues,
but I leave it to EC to decide whether to include it or not.

We are in need of a  written process for issuing public comment and I will
certainly follow up on this.
