[NCUC-EC] RightsCon applicants

ok seems like if Milton is travelling within Europe he is eligible for
hotel and per diem. So he can be considered. and Since Renata and Tatiana
supported his application, it will go to him. Since I have not heard any
objections, I instruct Maryam to submit Milton's name.
