[NCUC-EC] RightsCon applicants

Dear all,

we need to decide on this pretty quickly and the name should be sent by
Maryam to ICANN and we have to apply and it's a complicated process

We have received applications from Collin and Milton.

Please decide who should be sent to Rightscon very soon by tomorrow.

I have to recuse myself in this instance because I work with Milton so I
will not get engaged with the process of selection but please do give me a
name to submit to Maryam tomorrow at your earliest. (by 9 am UTC since
Maryam has to work on the application and send it off tomorrow)
