[NCUC-EC] CROP Proposal: RightsCon

Hi everyone

My apologies, it seems the Chair should chime in proposals such as these.
The CROP rules are different than inside the Constituency appointments.

My vote then is:
Not now

Rightscon has a funding process
Even though it mostly designed for developing countries and through
application (not sure Michael applied)
There is still a possibility we can get this funding through Rightscon

Therefore, Michael or another NA member, could apply to another NA
funding opportunity via CROP

CROP would be best to be submitted 2 months before the trip at least
Since Rightscon is in May
Let's take until end January to see if we can get funding for Michael
for this through other sources

I can take it upon myself to write to Rightscon and see possibilities
if this is the path decided

If we are unsuccesful, CROP may be resubmitted and analyzed again by EC
