[NCUC-EC] NCUC ICANN61 Mentee

I'd also add that PC NCSG has obligations, such as accompany ICANN
policy decisions closely and participate in discussions/consultations
on NCUC and NCSG lists

That also weighed in giving PC NCSG members travel support before.
Without being at the meetings, they would lose out on some of the
discussions. That would end up hindering full Constituency
participation in important discussions.

However, if a PC NCSG member is deemed inactive or not really
communicating with Constituency, it could be the case he is not
considered for travel funding or any other support. PC NCSG Chair,
however, would be asked to give advice in this case. I don't remember
that happening, all PC NCSG before were fairly active.

As this is a new appointment, we can only hope this PC NCSG member
remains active and it is up to EC to decide in sending the appointee
to the meeting or not for participation, analyzing his previous work.
