[NCUC-EC] NCUC ICANN61 Mentee

Hi Michael

We are looking for mentees, yes.
However, as competition for fellowship and travel support is
increasing, our mentees are starting to show much more work.
So you have here an application of someone who did participate in
Public Comments and is advocating NCUC positions in working group
lists.
But this is person is an entry-level appointment position without
funding (which is the case of PC NCSG).
So even if this person had more experience in working groups,
considering them senior (as Matthew Shears was, for instance), in my
view, would be too much.
Maybe intermediate experience? Which is best than junior, imho.
The best world would be our mentees gather at least some experience
_before_ we grant them the travel support.

But, as I said, I can only share information with you, from past
scenarios of PC NCSG applying to this specific type of travel support.
As far as I remember, there were occasions (maybe just 1) when Matthew
Shears did not even use the granted travel support because he ended up
getting funding due to his working group participation. So, to me,
that would be the picture of more senior experience with more
possibilities.
