[NCUC-EC] Community Onboarding Selection Process

Dear EC,

Last 8Dec was the deadline for Community Onboarding candidacy.
We have received 5 candidates for 1 slot.

This programme and all of its department went through changes recently.

Therefore, Kathy Kleinman, who is the mentor and has been with the
programme from the beginning, will give us advice on its future.

So as soon as we have this advice, I'll forward it to you, along with
applications.

As this is a first time EC does this selection, we'll have to assume
we have the same time as the others to deliberate (7 days, extensive
to 10 days if w/ call).

Since the new mentee will be travelling to ICANN61, though, we should
be focused on deliberating soon for expediency of travel processes.
