[NCUC-EC] NCUC plans for Abu Dhabi

Agree w/ observations

For Constituency day I'd ask mentor and mentee to present their work.
Would be interesting too to have members present about work they did
for Internet Freedom Festival, DNS Forum, MEAC SIG, SSIG, E-Team, IGF,
Brazil IGF, Session proposal and other events.
These can be short flash talks/comments
