[NCUC-EC] NCUC plans for Abu Dhabi

For NCUC program in Abu Dhabi, we have kept it pretty standard but we need
to work on substance:

NCUC Outreach,
NCUC Constituency day
NCUC EC

Outreach will be on Saturday 28th. I think most of us arrive one day before
so it's fine.

I would like to plan another meeting with the board members during our
constituency day, it is in conflict with their meeting but I will ask them
to make some time.

also, SSR review team asked for a meeting which we should be prepared for.
