[NCUC-EC] Travel slot

Hi

OK, I am fine w/ reimbursing Michael (I trust he'll be conscious on his
choice of hotel)

And I would advocate the slot for Kimberly Anastacio

I understand I was the only EC who voted for her but I will again insist on
working group engagement and drafting policy work.

As much as I really want to bring in the other candidates, it is fair to
acknowledge when someone has lost nights of sleep, workdays and other
commitments to attend WS2 meetings and draft the questionnaire, review the
report etc etc

Most of the work even I did in that group could not have done so without
her support
