[NCUC-EC] Travel slot

Hi,

Since Tatiana is now serving on GNSO council as a temporary replacement,
she received a travel slot through there so now we a travel slot to give
away. We can do the following:

- Give Tatiana's travel slot to one of the funded NCUC travelers (please
decide who should get this)

- Seems like Ines attempt to get her hotel covered through other programs
did not work out, so lets cover Michael's hotel with NCUC funding now that
we can save money on the cost of NCUC travelers.

Michael, please give a cost estimate of how much it will cost to cover your
hotel for Abu Dhabi.
