[NCUC-EC] Fwd: Constituency Review questionnaire

Hi,

the rationale is that a NC member cannot be also a voting member of other
stakeholder groups than NCSG in GNSO (i.e. a member can be in other
constituencies within NCSG but it/he cannot be also member of IPC or BC).
for reference, the text comes from the current NCSG charter

which is not preventing our members from being in NCSG/NCUC and in At-large.
