[NCUC-EC] Review NCUC Travel Support Applications

Joao,

I am really in favor of capacity building , I know where you are coming
from, and we should plan that but then again the travel policy does not
make Bonface or Benjamin or Hago eligible. Look below, is there a working
group they are involved with? are they commenting on public comments we
post to the list?

   1. Are actively and verifiably engaged in NCUC’s work, for example
   constituency governance, NCUC/NCSG policy discussions, or GNSO or
   cross-community working groups;
   2. Need to be at a given meeting because the above mentioned work will
   be advanced there;

We could ask them to become active and we seriously consider their next
application. I offer to give them guidance to make it easier for them to
become active.
