[NCUC-EC] Allocating travel funds for IGF

Hi Grace

No one has been allocated travel funds because we have not issued the call
yet. Tatiana was invited to several workshops including NCUC workshops
because of her role in human rights working group. The allocation of travel
fund will take place in a competive process.
