[NCUC-EC] NCUC election ballot

I agree Tapani that we should explain, but I fail to see how following NCUC bylaws is a drastic change or in any way open to challenge. It's all there in black and white numbers in the bylaws. I guess it is the prior elections that should be discussed and challenged, not this one. Furthermore, unlike the NCSG election, this ballot was circulated In advance and subject to approval of the EC.
