[NCUC-EC] Travel support for Morrocco - Urgent

You can add something that support MIlton's and Tapani's remarks like: We would like to support the travel of the maximum potential participants, we will also consider this criterion in the selection process. For example if we have three candidates tied, where one requires a budget of U $ 1,800 and the other two together come to $ 2000 will tend to give preference to the latter two.
