[NCUC-EC] Financial year request

Thanks Farzi, I will send my suggestions over the weekend and I will send
the call to all members by monday. We will have exactly 2 weeks to make the
requests. We can get Rob and Bene support for  the drafting.
I am thinking about get support for a policy conference like we did
previously in SF, toronto and singapore , targeted outreach activities,
admin and IT support, funding for policy activities e.g. privacy . Probably
we won't get everything but worthy try and learn . Also putting this in
more broader context of general funds seeking from other sources and
strategical planning for ncuc. We can explore the mentorship program and
get the ownership (not depending on icann staff rules.
