[NCUC-EC] Call for candidates for GNSO SCI

Hi Joao,

I understand the concern about inexperienced member taking this position
however I think it's one of the best ways to get new people engaged. If in
the process they cannot follow then we can come up with plan B.

I support Renata's application for GNSO SCI position.
