Hi Milton,

I guess the case by case approach matters but maybe having a general
discussion about this will be beneficial .the application review is mainly
done at NCSG EC level, so we should coordinate with our representatives on
how handle this at different stages (I think we rejected several times
governmental individual members at NCSG EC as I recall from my term there)
since we cannot do this at NCUC level only.

anyway I support that Grace approach him directly, I definitely believe
there was no malign intention from his side.
