[NCUC-EC] Temporary replacement for Edward Morris at GNSO Council

Hello All,

This is just to inform you that Ed took a leave of absence from the GNSO
Council for I think a period of two month. NCSG decided to appoint Martin
Silva as his temporary alternate.
