[NCUC-EC] Leadership and Chair courses before and during Copenhagen meeting

Hi

Well, Tatiana has a point there, none of the new EC has chaired
anything in ICANN.
So maybe at least for the chairing skills course, a call can go out.
Although I think those who did chair or are chairing are way
overexperienced and won't really be tempted to do the course while at
ICANN58.

Another possibility would be to see if Tatiana can be the alternate,
as long as she remains interested, even if not really fitting into
criteria. It's an alternate so I take it she would only do it if
something prevents you, Farzi, of doing the course.
But it is always best to appoint someone than to appoint no one, even
for alternate positions, I think. It shows there is interest in more
capacity building.
