[NCUC-EC] Bylaws with Track changes

Is this still available on Google docs so we can propose changes and make comments?

Hi EC,

Here is the bylaws with track changes . I accepted all the format changes to make it less messy. All the comments and changes appear in the doc. However, some of the comments that we made on the Google doc do not appear. so If you want your comment to appear, check the google doc we worked on and insert it there.

We finalize by Friday and send out to members next week.
