> Hi,
> My name is Jyoti Panday and I am a consultant on internet governance with the Centre for Internet and Society, India—a recognised NCUC member. Over the past year I have been engaged in furthering CIS' research interests and participation in IG processes. So far, I have not applied for a travel grant as CIS has sponsored my attendance at ICANN 50 and my report from the event is available here: http://cis-india.org/internet-governance/blog/report-on-icann-50 <http://cis-india.org/internet-governance/blog/report-on-icann-50>
> While I am very new to these discussions, my interactions with individual members, and on the lists have been invaluable in deepening my knowledge and interests. I am keen to build on my research on the transition and other issues related to DNS management. I would be very grateful if you could please consider my application to attend the Dublin the meeting as a NCUC participant. This meeting will be a crucial milestone in improving ICANN accountability and ensuring a timely NTIA Stewardship transition. Listed below are further details pertaining to my application. I am happy to provide any further information that may be needed.
> Voted in the previous year’s NCUC election, if eligible at the time;
> I was not eligible to vote in the previous NCUC election.
> Are actively and verifiably engaged in NCUC’s work, for example constituency governance, NCUC/NCSG policy discussions, or GNSO or cross-community working groups;
> A relative newcomer, I have been actively involved in research and enagaged with NCUC work. I have contributed to CIS' comments and submissions and in informing the Indian government's position through engagement in national level consultations.

> Need to be at a given meeting because the above mentioned work will be advanced there;
> The Dublin meeting will be important as many discussions on unresolved or contentious issues will take place during this meeting. Further, I also expect that there would be opportunities to forge collaborations on short and long term work related to ICANN accountability. In particular I am keen to get involved in the DIDP reform conversations and work that is being taken forward. Further, there are parallel issues not limited to the transition process such as applying the Manila Principles framework for domain seizure and blocking, privacy & proxy services accreditation issues working group, human rights and governance related meetings that I plan to attend.
> Agree to participate in any NCUC, NCSG and GNSO meetings held during the meeting;
> Yes.
> Agree to write a brief post-trip blog post for the NCUC website reflecting on the meeting’s main developments of relevance to NCUC;
> Yes.
> Did not receive NCUC funding to attend the immediately previous ICANN meeting, unless exceptional circumstances require their presence at two consecutive meetings. (Note: this criteria only applies to regular ICANN meetings, as below)
> Have not received previous funding.
> Agree to make their own travel, accommodation, visa, and related arrangements and be reimbursed after the trip. NCUC cannot provide funds in advance of meetings or any administrative support.
