> The GAC is an advisory committee to ICANN, created under the ICANN ByLaws. The GAC provides advice to ICANN on public policy aspects of ICANN’s responsibilities regarding the Internet Domain Name System (DNS). A very important issue: the GAC is not a decision-making body. It advises ICANN on issues that are within ICANN’s scope.

> The advices of the GAC must be taken into account by the ICANN Board, and where the Board proposes actions inconsistent with GAC advice it must give reasons for doing so and attempt to reach a mutually acceptable solution.

> The Governmental Advisory Committee is comprised of appointed representatives of national governments, multi-national governmental organizations and treaty organizations, and distinct economies.

> It was in June 2014 when my Administration sent an official letter to the GAC chairman, expressing Venezuela’s interest in joining the GAC as a Member. After that, we received response from the GAC chair, giving us welcome, in my case as the Appointed representative and my colleague Mr. Jhonder Depablos as the Alternate representative for Venezuela to the Committee.
