Thanks Robin for the info. My sense is that, whatever the timing, we might want to go forward with this. For example, Rafik and I were chatting with Brett Solomon from Access yesterday, and trying to get him to join. He is interested, they have no human resources thought, let's follow up, ect... I mean, for groups like that it might be easier to donate something (peanuts would do, if many donate) as a entry move.. in view of getting engaged ad hoc when issues that touch their work directly are up for debate. It is just a wild guess, of course, but I see it a a way to engage organizations, too.

Thanks much Robin, so glad you know all this stuff!

My sense is that it’s simply too early to tell what the best way forward will be, there are way too many balls in the air. I suggest we see how the accountability and GNSO reviews play out first.  These may set parameters, stuff we must do, period.  Within those boundaries we can assess the relative merits of preserving the constituency structure vs trying again for an integrated SG and what we want to represent to the Board SIC, and any legal/admin stuff to be done will flow from the path chosen.

I think that irrespective of whether constituencies are dissolved, we may want to keep NCUC alive, and even apply for tax-deductable status, so NCUC can continue to serve as resource base for our issues that is not tied to ICANN's control the way NCSG is.

The legal filing with the IRS for 501(c)(3) tax-deductable public charity status is not insignificant and the application fee is either $400 or $850 depending on annual receipts.  NCUC would need to file for an unincorporated association or a nonprofit corporation before applying for tax-exempt status.  I can do the legal work on all of this for NCUC, but it would also be work for the chair, treasurer, and possibly others to do this work also.  And it would take time because we would need to get NCUC's bylaws in order before we can do any of this.  But I think we should do it.  I think we will need NCUC to remain alive and independent in the "new world order".

I have applied for an EIN (U.S. government federal taxpayer ID number) in the name of NCUC
It cost $149 or something like that.
It does not mean people can make tax-deductible contributions to us, but PIR says we need it to continue receiving their contributions.
It will also make it easier for me to move the NCUC bank account to a bank with direct international wire transfers. Which I plan to do.
I will keep you updated on that.
