[NCUC-EC] Approval of NCUC Travel Support for CCWG @ Paris

I echo James comments.
I want everyone to know that I've spoken to David Olive and have encouraged consideration of changes to ICANN's travel support policy. I've been told that a proposal for change will be forthcoming. We have members of the CCWG with attendance records of under 15% receiving full ICANN support while others with 90% + attendance records, including leaders of some subgroups, receive no support. That just isn't right.
The next major project, that based on the EWG, is scheduled to have a number of F2F meetings. I will not vote on Council to proceed with the project until this funding inequity is addressed.
