[NCUC-EC] Re consultation on CCT membership under GNSO endorsement

I expressed my interest in joining the CCT review and asked by GNSO to
submit a form that seeks endorsement from GNSO. In the form, I indicated
NCUC as a platform I feel closely affiliated with.
