[NCUC-EC] EC Approval Processes

Dear Bill, all

can't remember whether I have indeed written to offer my support (and approval) to the decisions on the table, concerning Hanane and Jia. I am visiting my family and helping caring for my 101-y-o grandma, literally away from the computer, alongside not having the chance to concentrate on things as much as I would like.

Going back in my mailbox, I noticed this

Stefi, I’d asked whether your grants or other sources could cover you…?  Or what if we could give you $1,000 under the travel policy provision for ICANN-Related Meetings, could you make up the difference via other means? Jia could not…

I do believe I have replied to Bill at least, clarifying I have no support from other organizations (as announced, I have asked ISOC Italy but no chance) and no way I can use my research funds or conference for this (I have 700 euros
/year, which have been exhausted long ago). But I did get ICANN funding to attend IGF last year, so I am in full support of offering the same opportunity to someone else -- in particular if this someone else has expressed an intention to get more engaged with NCUC. So, thanks Bill for this proposal. As for me, shall some miracle happen, I might show up in Brazil--if not, I bet it won't be difficult to replace me for the workshop (and I am happy to take care of finding a replacement in due time. Not yet, though, let's see if I find some money).

Apologies for being offline, but when family calls, an Italian cannot but attend to the needs.

Hi

Ten days having passed and having heard in the affirmative from Bill, Peter, Grace and Roy, in accordance with the bylaws I will take this as consensus and hence notify Sandra that we select Hanane for the LTP and notify Janice that we select Jia He for IGF.

There is now some confusion as to whether Stefi’s travel slot for Dublin can be reallocated, staff are being very unclear as to whether there’s support for both incoming and outgoing Councilors. If not then she keeps the NCUC slot and we can’t give it to someone else.  Will let you know.

Since I’m going through the bylaws to prepare suggestions to the Bylaws Team (on which I’d think all EC members should be active participants), I remind you of the following:

3. Voting on the EC on the matters listed in section IV.F below. All EC votes called by the Chair must be responded to in ten days. Regional representatives who fail to vote within that time limit four times in a row are considered to have resigned their office as per VII.B.2 below

9. Whenever EC votes are required by the charter but inaction by other members of the EC prevents tasks and duties required by the charter to be executed, the Chair is empowered to act to further the interests of the constituency.

I first wrote to you all on 17 August.  Per usual I didn’t formally call it a “vote" but clearly members were asked to express preferences with an eye toward getting consensus or failing that a majority decision. So on Thursday 27 August I will “call it” on the outstanding issues based on the majority sentiment expressed in whatever responses I’ve received.
