I don’t know that we can get into the business of paying people in advance, what if they don’t actually go, how do we recover the funds?  If they don't have $2,000 in the bank they can be without for a couple weeks it’d probably be hard for them to pay the remainder of their costs above that.  But as you say, we can address ad hoc.

I understand the ‘spread the opportunity’ philosophy but I wonder about practical feasibility.  As it is, $2,000 won’t cover someone’s costs to come to an ICANN meeting, they will have to get other funds.  To offer $1,000 makes it even harder.  One wonders if we’d get more than two people interested at that rate.  And I was thinking of poor Milton, who has to go to the bank and do wire transfers.  

But let’s hear what others have to say.
