[NCUC-EC] NCUC travel funding policy

Hi

This is a very good point, thanks Rafik.

How about we specify criteria as follows:

To receive NCUC travel support, one must be a NCUC membersin good standing who, 
Voted in the previous year’s NCUC election, if eligible at the time;
Are actively and verifiably engaged in NCUC work, for example constituency governance, NCUC/NCSG policy discussions, or GNSO Working Groups;
Needs to be at a the meeting because the above mentioned work will be carried forward there and their in-person presence is required to advance NCUC's objectives;
Commits to participate in the NCUC, NCSG and GNSO meetings to be held during the week;
Did not receive NCUC funding to attend the previous meeting, unless exceptional circumstances require their presence at two consecutive meetings.
