[NCUC-EC] new website

Dear EC-ers

I have spent a day (*) today playing around with the NCUC website - see the results.

The homepage message (pointing to the IGF workshops) will change as soon as the program for LA becomes available. Same goes for the section "upcoming meetings".

Hope you like it. The minutes of the last EC meeting will soon be up too.
