[NCUC-EC] Urgent: Travel Funding Applications for Singapore

Hello

So we need to decide to do here.  Per previous, on Joy Liddicoat, Roy, Grace, Stefania, and Bill have said yes, it’s important to have Joy there, she represents us on the NCSG PC.  It would be good to hear from João and Zuan too.

Regarding the second slot: I received just this morning here in Chicago a late app from Benjamin Akinmoyeje, which I’ve forwarded to the EC list.  I did point out in reply to him that the announced deadline for submission was Wednesday, but said we’d discuss it.

We have three options:

1. Offer support to James Njoroge Gitau.  As noted, he doesn’t meet our stated criteria of having been "actively and verifiably engaged in NCUC’s work, for example constituency governance, NCUC/NCSG policy discussions, or GNSO Working Groups [and] Need to be at a given meeting because the above mentioned work will be advanced there.”  He has indicated any particular interest or thing he’d like to get involved in.  So the rationale for yes I guess would be simply to ‘take chance’ on a newbie (well, he says he joined in 2011, but in effect would be).  I do have some concern as to whether he has understood that we cannot pay him in advance, the process is reimbursement, and that we can’t provide any help with visas, official invite letters, etc.

2. Offer support to Benjamin Akinmoyeje.  On the one hand, he submitted the application 3 days late and generally doesn’t meet the criteria above and hasn’t indicated what he’d do with the opportunity.  On the other hand, he did write to the member list previously expressing an interest in development aspects, has joined several NCSG calls, and was an ICANN Fellow at the last Singapore meeting (as were Joao and Peter, maybe they have insights…?), so he does seem to be looking for ways to engage.  I’m again unclear whether he has understood that we cannot pay him in advance or otherwise help.

3. Decline to allocate the second slot this time and encourage people to get involved in NCUC/NCSG so that a subsequent proposal would be more persuasive.

Per previous, I would really welcome some discussion, this has to be a group decision.  I would of course love to be able to extend support to new people, that’s a big part of why we did this, but they do have to be doing something in terms of engagement…we’re not not a travel agency and this isn’t easy ICANN’s money, it’s ours. Funds we give to someone at time x are funds we cannot give to someone else at time y.

Please advise.  Grace, your insights would be especially valuable, as you are the regional rep etc.

Hey says he joined NCUC in 2011, and that he works on a 100% voluntary basis at a Community Resource Center called KASWESHA based in a slum area in Nairobi, offering free internet services to the less advantaged and needy communities, and also offering networking skills to women and youth using Cisco Networking Academy curriculum.  Which all sounds wonderful, albeit a bit remote from ICANN issues.  From what he’s said he’s never been involved in NCUC other than voting and sending a few messages to the mail list, which a priori would suggest that he doesn’t meet two of our key criteria, "Are actively and verifiably engaged in NCUC’s work, for example constituency governance, NCUC/NCSG policy discussions, or GNSO Working Groups [and] Need to be at a given meeting because the above mentioned work will be advanced there.”  Basically, while he’s been around for three years he’s not been involved, and is looking for a “first exposure” opportunity.

Also, I would suggest that we get advice Grace on this, who also is in Nairobi, may know him, and could perhaps follow up directly with him to clarify matters if need be.  If he also would need a visa and and official letter of invite, we are in no position to provide help there (Grace maybe you can say what your experience with staff regarding your letter for DC has been).
