So it would seem:

"flights will NOT be covered under this programme as incoming leaders
are normally covered by the regular ICANN Travel Support. Please
ensure that the leaders you select are being covered by ICANN Travel
Support for their flights to Buenos Aires for ICANN 48"

I guess it would nonetheless be possible to cover flights from NCUC
money, if came to that.

Timewise, this would apparently mean arriving in BA by November 12.
I could make that, and I would be somewhat interested in this,
however I'm not sure I fit the target audience:

"This programme is especially designed for current and incoming leaders"

Strictly speaking the only current NCUC leader is you, and I don't
know of any other incoming leader either, elections won't take place
until after BA.
Or should that be read as potential/wannabe leader, i.e., someone
planning to run for Chair in the election? (Count me out in that case.)

But perhaps "leader" here is to be read more widely, including
people like EC members and Councilors and the like.
