[NCUC-EC] Conduct of the NCUC Election

Hi Tapani,

yes I remember what was agreed in Durban I already sent previously
notification when we approved at NCSG EC several applications. latest one
was sent to Bill and NCUC EC and even checked for those who didn't express
desire to join NCUC to confirm with them, and previously I sent to Ed too.
We are currently reviewing another batch now.
and yes some people only joined NCSG.
I rechecked the membership application and they didnt applied for NCUC:
- Thierry Sanzhie Bokally
-  Cheryl Langdon-Orr joined in 2011  during Avri term. when we didn't have
even the application form online but we received application by email
for those  Edamwen Anthony, Patricia Senghor they applied for NCUC.
