Now it is. If you log in at http:/ncuc.org/login and then click
"Participate" there's a menu entry "Ballots".

It won't be visible until you log in; everybody here should have an
account (in "Firstname Lastname" form, e.g., "Milton Mueller");
if you've forgotten your password or never set in the first place,
there's "Lost your password?" link.
