[NCUC-EC] New members

I think adding them automatically would only be a problem if NCUC had  
admission criteria above and beyond NCSG's.  Right now, I don't think  
it does, although it *could* choose to do so if it wanted in the  
charter re-work.

So I think it is fine to add them to the membership rolls of NCSG and  
NCUC at the same time.
